A Criminal Complaint for Genocide
A few minutes ago #TheCoalitionForTheNation lodged by e-mail with the Prosecutor’s Office attached to the High Court of Cassation and Justice a Complaint against those guilty of the disaster caused by vaccination.
The offence? Genocide in the form provided for and punished by art. 438 para. 1 letter g of the Criminal Code — “the harming of the physical or mental integrity of members of the group”!

Here is what we laid before the Prosecutor’s Office of the High Court:
The undersigned, the Coalition for the Nation (CPN), with its seat in …, legally represented by its President Chitic Mircea-Victor-Daniel,
on the basis of art. 290 of the Code of Criminal Procedure in relation to art. 438 para. 1 letter B of the Criminal Code, with the application of art. 36 of the Criminal Code, we formulate the present
COMPLAINT
by which we bring to your knowledge the commission of the offence of Genocide in the form provided for and punished by art. 438 para. 1 letter g of the Criminal Code — “the harming of the physical or mental integrity of members of the group”, with the application of art. 36 para. 1 of the Criminal Code, committed in the form of co-perpetration provided for by art. 46 para. 2 of the Criminal Code by the following:
Klaus Werner Iohannis, in his capacity as President;
Nicolae Ciucă, in his capacity as Prime Minister of Romania from 25.11.2021 to the present;
Cîțu Florin-Vasile, in his capacity as former interim minister of health in the period 14.04.2021 – 21.04.2021, and former Prime Minister of Romania from 23.12.2020 to 25.11.2021;
RAED ARAFAT, in his capacity as secretary of state in the Ministry of Internal Affairs, head of the Department for Emergency Situations;
Gheorghiță Valeriu, in his capacity as former coordinator of the National Anti-COVID-19 Vaccination Campaign;
Vlad Voiculescu, in his capacity as former minister of health in the period 23.12.2020 – 14.04.2021;
Ioana Mihăilă, in her capacity as former minister in the period 21.04.2021 – 08.09.2021;
Attila Cseke, in his capacity as former minister of health in the period 08.09.2021 – 25.11.2021;
Alexandru Rafila, in his capacity as minister of health from 25.11.2021 to the present;
and, as accomplices under the conditions of art. 48 para. 1 of the Criminal Code, the members of the Strategic Communication Group, namely:
ANDI MANCIU — the coordinator of the Strategic Communication Group,
IULIAN DRĂGOI — police commissar, seconded as adviser to the cabinet of secretary of state Andi Manciu at the Government;
SORINA ELENA COȘBUC — adviser to the Minister of the Interior, a post she also held under the term of Marcel Vela;
ADRIAN CUȚURESCU — principal inspector and deputy director of the Cultural Centre of the Ministry of the Interior;
OANA GRIGORE — director of the Directorate for Press Relations, European Affairs and International Relations of the Ministry of Health;
ANDREI ȚĂRNEA — diplomat and director general of the Directorate for Communication and Public Diplomacy of the Ministry of Foreign Affairs;
OANA DARIE — spokeswoman of the Ministry of Foreign Affairs since June 2018. She has worked in the Ministry since 2015, previously as adviser for European Affairs and first secretary;
THEODOR DAN MIHAI — spokesman of the Department for Emergency Situations within the Ministry of the Interior;
CĂTĂLIN CHIRCĂ — lieutenant-colonel and spokesman of the Special Telecommunications Service;
CONSTANTIN SPÂNU — brigadier-general and head of the Directorate for Information and Public Relations of the Ministry of National Defence;
LAURENȚIU VOICU — director of the Directorate for Communication and Relations with Trade Unions, Employers’ Associations and Non-Governmental Organisations of the Ministry of Transport since 2016;
ALINA MOISOI — colonel of the fire service and head of the Information and Public Relations Service of the General Inspectorate for Emergency Situations;
ADRIAN MARIN — major and spokesman of the General Inspectorate for Emergency Situations;
GEORGIAN DRĂGAN — chief commissar, empowered since September 2020 to lead the Centre for Information and Public Relations of the Romanian Police;
SORIN DESPINA — colonel, empowered since January 2020 as head of the Public Communication Service of the General Inspectorate of the Romanian Gendarmerie;
GEORGE ENE — major, working in the Office of the “Romanian Gendarmerie” review within the General Inspectorate of the Gendarmerie;
In fact, beginning on 27.12.2020 the vaccination campaign began in Romania. The campaign opened at the “Prof. Dr. Matei Balș” National Institute of Infectious Diseases with the vaccination of Mrs Mihaela Anghel, a general nurse.
From the above-mentioned date there began an “information Campaign” which intensely promoted the vaccination process, bringing to light exclusively the presumed advantages of “immunisation” through vaccination, while completely and constantly omitting any information as to the risks and the morbidities which the vaccination process presented for certain categories of persons with pre-existing conditions, as well as the fact that the vaccines which were “offered” as safe and effective to Romanian patients were at the stage of experimental medicines (for example, for the Comirnaty vaccine of the manufacturer Pfizer Inc. it was stated from the very launch that “In order to confirm the efficacy and safety of Comirnaty, the MAH shall submit the final Clinical Study Report for the randomised, placebo-controlled, observer-blind study C4591001.” The date of completion is December 2023!!!).
At the same time, at no moment were the recipients of the vaccines imported by Romania informed and encouraged to have analyses done before the vaccination process, in order to learn whether they suffered from certain conditions and whether they were on the list of those who might suffer adverse reactions — a fact which was such as to increase the incidence of the post-vaccination effects foreseen and anticipated by the manufacturers themselves.
Likewise, although the leaflets of all the vaccines contracted by the Ministry of Health mentioned “Contraindications” (for example, the manufacturer Pfizer’s leaflet states that the vaccine is not recommended for those with “Hypersensitivity to the active substance or to any of the excipients listed in section 6.1”, namely “((4-hydroxybutyl)azanediyl)bis(hexane-6,1-diyl)bis(2-hexyldecanoate) (ALC-0315); 2-[(polyethylene glycol)-2000]-N,N-ditetradecylacetamide (ALC-0159); 1,2-distearoyl-sn-glycero-3-phosphocholine (DSPC); cholesterol; potassium chloride; potassium dihydrogen phosphate; sodium chloride; disodium phosphate dihydrate; sucrose; water for injections”), the Romanian patient, the recipient of the vaccines, was never encouraged to have tests done in order to establish whether or not he suffered from “hypersensitivities” to the substances of one or another of the vaccines “offered” by the Ministry of Health.
Moreover, not only did the officials of the Romanian state fail to promote and make public, through information campaigns concurrent with or subsequent to those promoting vaccination, the useful information contained in the leaflets of the medicines contracted by the Ministry of Health — information which could have averted the appearance of adverse effects following the administration of the vaccines in certain categories of persons who were vaccinated — but the members of the “Strategic Communication Group” named above ordered the censorship of all press or online information which might have attempted to present certain possible adverse effects of the vaccines as well.
From the documents made public in recent days it follows unequivocally that from 06.04.2021 the co-perpetrators knew of the existence of risks that may appear after the administration of at least one of the contracted vaccines (“risks of thrombocytopenia and of coagulation disorders in association with the administration of the COVID19 vaccine — AstraZeneca Vaccine”).
Nevertheless, the co-perpetrators of the offence of genocide, each during his own term of office, did not officially make known to the public the information they possessed, but continued to promote vaccination and, moreover, persisted in forcing the Romanian citizen to be vaccinated, not only through obsessive press campaigns but also through the restriction of fundamental civic rights and freedoms of those citizens who did not administer to themselves the experimental treatments contracted by the Government of Romania.
The concordant actions of the co-perpetrators and of their accomplices had as their effect the production of 41,486 adverse effects reported to the Romanian officials up to 31.12.2021.
Thus, according to the National Institute of Public Health, in the period 27.12.2020 – 31.12.2021 there were recorded 19,716 adverse reactions to the anti-Covid vaccine, of which 12,600 (63.9%) in persons of the female sex, with a median of 39 years (minimum 12 years, maximum 93 years), 6,166 (31.3%) in persons of the male sex, with a median of 37 years (minimum 12 years, maximum 102 years), while for 950 (4.8%) the sex was not specified. Of the total of officially recorded adverse reactions, 2,149 were local and 17,567 general. As regards the cause of the adverse reactions appearing after vaccination against Covid-19, 177,364 (88.1%) cases were associated with the components of the vaccine, 1,336 (6.8%) cases associated with anxiety and the components of the vaccine, 989 (5%) cases were associated with anxiety and 27 (0.5%) cases associated with vaccination errors. In the category of haematological and lymphatic disorders, the total number of reported lymphadenopathies was over 1,700, most of them from the Pfizer vaccine. Lymphadenopathy is a condition characterised by an increase in the size of the lymph nodes, which are organs of the immune system. They are located throughout the human body and form part of the lymphatic system. Lymph is a type of connective tissue that cleanses the human body of bacteria and harmful substances and carries them to the lymph nodes, which filter foreign elements. In these organs of the lymphatic system special cells are concentrated and allow the removal of harmful substances and viruses. The smallest enlargement of the lymph nodes indicates the development of pathological processes.
At the same time, the Covid vaccines produced 432 allergic reactions and 12 anaphylactic shocks. Among mental disorders, the most frequent was insomnia, which affected 366 of the vaccinated. Headache affected 7,764 persons vaccinated against Covid, and paraesthesia 881. Facial paralysis was reported in 16 cases. Paraesthesia manifests itself through tingling, numbness, a burning sensation, a sensation of cold, absence of sensitivity or a tickling sensation, appearing in any area of the body. Chronic paraesthesia can also cause stabbing pains. Normally, paraesthesia is caused by calcium deficiency, by diabetes, by autoimmune diseases or by neurological conditions such as multiple sclerosis. Besides these conditions, other disorders of the nervous system were also reported as adverse reactions to the vaccine, without their type being specified, in a total number of 2,663. Also recorded as adverse reactions were 2,969 gastrointestinal disorders. As regards myocarditis, only 15 cases were officially reported, of which 13 after vaccination with Pfizer.
Most adverse effects fell into the category of skeletal and connective-tissue disorders, where 7,838 vaccinated patients were reported. As regards skeletal disorders, the most frequent was necrosis of the femoral head, several cases having been presented in the newspaper Național as well. Aseptic necrosis of the femoral head occurs when the hip no longer receives the quantity of blood necessary for proper functioning. Since the bones of the hip need a blood supply, when this ceases the bone of the femoral head effectively begins to degrade and to die. If the disease is not halted in time, the hip joint may be completely destroyed, coxarthrosis setting in. Among the connective-tissue disorders are systemic lupus erythematosus, vasculitis, scleroderma, polymyalgia rheumatica, polyarteritis nodosa, Ehlers-Danlos Syndrome and Marfan Syndrome.
All this information, which came to the public’s knowledge only on 10.01.2023, was plainly known to each of the co-perpetrators and intentionally concealed from public opinion.
The fact that the Romanian officials knew of the adverse effects of the vaccines follows beyond doubt also from the Answer of the Ministry of Health No. CRP 1298 / 13.01.2022, which we annex to the present Complaint.
To our question “What speciality must the doctor have who will recommend to me the vaccine, and which might be the vaccine capable of offering me the maximum of protection and the minimum of risk of side effects, in relation to the undersigned’s particular medical problems and to the results of the analyses carried out following the instructions given by your answer to the question above?”, the Ministry of Health answered me:
“It is advisable to obtain the recommendation of the attending physician or of the family doctor, as the case may be, who will decide whether the vaccine can be administered safely, as well as the appropriate moment for vaccination. All vaccinated persons must be observed for at least 15 minutes after vaccination; for possible late adverse reactions, possibly the local ones, the patient must get in touch with the attending physician.” — information which, however, had not previously been placed at the public’s disposal, like everything else they communicated to me following an express request.
Not without relevance is also the absence of any answer from the Ministry of Health to our question: “Given that most of the vaccines have at international level either a provisional authorisation or a conditional authorisation, the vaccine being in clinical trials according to the official statements of the manufacturers, are there at this date joint working teams with specialists of the ministry of health and of the manufacturers of the vaccines proposed by the ministry?”, from which it follows by implication that the Ministry of Health did not directly monitor the adverse effects of the vaccines and did not conduct clinical studies together with the manufacturers’ researchers, although the vaccines were and still are in clinical trials.
At the same time, we ask you to investigate whether the abusive closing of hospitals was not the cause of the rise in deaths among persons affected by chronic diseases, this act being capable of fulfilling the constitutive elements of the offence provided for and punished by art. 438 para. 1 letter a of the Criminal Code.
Not least, I ask you to investigate the causes underlying the avalanche of sudden deaths among young people and among persons in active life known to be healthy in Romania; the great number of sudden deaths, as well as the rise in the mortality rate among cancer patients after the middle of 2021, unprecedented in history, being such as to strengthen our conviction that these are / may be caused by the process of mass vaccination to which the population was subjected — the sudden deaths being also capable of constituting grounds for extending the criminal investigation to the possible commission by the persons named above of the act provided for and punished by art. 438 para. 1 letter a of the Criminal Code.
In law, I ask you to find that the acts described above, the concordant and coordinated actions and omissions of the co-perpetrators and of their accomplices, were such as to cause directly the post-vaccination effects mentioned above, affecting up to 31.12.2021 at least 19,716 Romanian citizens, thus fulfilling the constitutive elements of the offence provided for and punished by the provisions of art. 438 para. 1 letter b of the Criminal Code.
At the same time, all the omissions and actions described above were plainly committed with direct intent, the co-perpetrators being not only aware of the risks to which the vaccinated citizens are exposed (cynically accepting the probable adverse effects for some of the vaccinated Romanian citizens, post-vaccination effects that became a reality for at least 19,716 citizens), but knowing beyond any doubt that persons suffering from the conditions indicated by the manufacturers themselves as incompatible with the administration of the vaccine would suffer serious post-vaccination effects, which may lead as far as the loss of their lives.
Thus it is evident that all the co-perpetrators and their accomplices acted knowingly for the partial destruction of a national group (in this case the Romanian citizens) through the harming of the physical and mental integrity of at least 19,716 citizens, by an action of a eugenic nature which may be characterised as having the aim of destroying in part a national group — an essential condition of the offence of genocide.
In conclusion, in view of all the arguments set out, we respectfully ask you to order the opening of the criminal investigation against the perpetrators and their accomplices for the commission of the offences provided for by art. 438 para. 1 letter c, with the application of art. 36 of the Criminal Code, the setting in motion of the criminal action and their committal for trial.
